Procedural Safeguards 
This information provides you as parents, legal guardians, and surrogate parents of children with disabilities from 3 years of age through age 21 and students who have reached age 18, the age of majority, with an overview of your educational rights or procedural safeguards. The Notice of Procedural Safeguards is required under the Individuals with Disabilities Education Act (IDEA) and must be provided to you:

  • When you ask for a copy
  • The first time your child is referred for a special education assessment
  • Each time you are given an assessment plan to evaluate your child
  • Upon receipt of the first state or due process complaint in a school year, and
  • When the decision is made to make a removal that constitutes a change of placement

Parent Support

Navigating and understanding special education can be challenging but there is no-cost parent support available locally to support you and your child's educational journey. Rowell Family Empowerment of Northern California, Inc. (RFENC) is a parent-founded and parent-run organization specifically funded (mostly by state grants & contracts) to provide direct services to families with children with disabilities ages birth – 22 within our 6 county catchment area. A child may have a diagnosis, may be at risk, or the parents may be concerned and would like to seek an evaluation. Whatever the reason, we provide guidance to families who may not be familiar with the special education system, or related services. https://rfenc.org/who-we-are/

Child Find:

Individuals with Disabilities Education Act (IDEA) requires all states to implement a policy to identify, locate, and evaluate all children with disabilities.  This includes all school districts. One method of locating and identifying children with a suspected disability is the Child Find program.  Read More »

Shasta County - Special Education Local Plan Area (SELPA)

The Shasta Special Education Local Plan Area (SELPA) comprises 25 school districts, the Shasta County Office of Education, and three charter schools that are local education agencies for special education purposes.
